Hmmm....

It's around the same numbering as the WS46 (introduced 1942 with parts in the ZA.148xxx range), so pre-dates that.

I think it's a general-purpose waterproof backpack for amphibious landings.
The "duffle bag" top and closing cap with the tapes make that seem likely.

Might just be for getting WS38 Mk.1 or Mk.2 sets ashore without them filling with salt water.
