Unless it is as Jordan has suggested, I don't think it is carrier at all.
Is it BSF ?
It looks like UNF Is there anything on the head?

To add to Bruce's suggestion, The Australians put a small shoulder on those cam plate screws (UNF), but I haven't seen them in a Canadian carrier. (not that I know about, or that we ever received any late model Canadian carriers over here)
