Paul, have you pulled the idle screw out and made sure the drillings are clear.
There will be a drilling across to the throttle plate and one vertically (I have no specific knowledge about this type of carb) Really you probably need to go through the whole carb, checking the float level, any air correction jets, fuel pressure from the pump compared to specs etc.
