Take the cap off the cutout relay - you can then watch it cycle as you increase the engine rpm picks up slightly.
Id approach this slightly different. Leave everything disconnected, use short leads to jump from the generator to the cutout. Once you are sure that the generator is hooked up right, worry about the wiring from the cutout to the panel. An ohmmeter can be used to check the cutout: Resistance from one terminal to ground. that's the generator side open circuit on the other, that's the panel side Close the contacts and there should be min resistance between the two terminals.
