If that were the case we would be able to claim $1000 on our home insurance when our housecats are run over. By the time you add up all the vaccinations, flea powder, and catnip, those free critters are worth a fortune.
Surprising customs doesn't charge you tax on how many hours you spend recovering your parcel.
