Thanks! Bruce Payne has been helping me off-list with this. It appears to be definitely Royal Marine, post Queen Victoria till the early 40's. FWIW to one and all, the material is a very heavy cotton, almost a canvas, similar to US Span-Am stuff. It is different than US but similar.
