First of all you catch them...Next you convict them...no appeal...
Then if they were born in Canada you lock them up in the general population of Prince Albert Pennitentary...forever...which would be about 10 minutes when the lifers got through with them...
No special handling unit..Next you deport all their kin back to where ever they came from ..minus their Canadian citizenship....
REVOKED...!!!
If the laws were tough enough the horseshit would stop..'cause their kin want to stay in the welfare state...
