The "L" plates are for Learner drivers. These are usually only displayed for someone going for their first car licence, not upgrading for heavy vehicle licences. This being Army training though, maybe they showed it for all driving instruction, or maybe the fresh recruits did'nt even have their car licences yet! The practice had stopped by the '80s for heavy vehicle instruction.
These pics are from the area near Port Stephens, NSW, which is still a playground for 4wding.
