Note that the C /l\ was a property mark, where the later mark you show is an inspection services mark. I wish I had more information on the IS mark....the information I have is purely what I have seen.

Default Canadian C/Broad Arrow Markings

I think the C Broad Arrow was used as both a property

and an inspection mark.
