Dzus fasteners...
your familiarity with aircraft has lead you in the right direction. The fender holds an assembly of mounting plates that support the female portion of the spring loaded Dzus 1/4 turn lock fastener.

THANK -YOU very much Michael . That answers my question very well . Any chance you have a picture of the proverbial Dzus fastener used ? I looked it up on Goggle and there is a variety .
