Dodge COE T130 information wanted

Based on the decal on the windshield, I suggest the photo may have been taken in Ontario (or within driving distance of Ontario). The decal resembles that used by Ontario to extend 1943 license plates rather than issuing 1944 plates.

The photograph was definitely taken in Canada. One of the key details is that the summer KD uniform was not authorized or issued for wear in the UK.
