I am not specially familiar with the C15 but...
It is hard to imagine that the shock absorbers would have been fitted in production but not attached to the axle. My guess is that at some time the links and lower link mounting brackets were removed.
There are no comments in parts list C15-02 indicating that the shock absorbers were only fitted to certain applications. There were different frame rails for cabs 11/12 and cab 13 but no variations within them for applications (punched or not for shock absorber mounting). There are also no notes about whether shock absorbers were used before or after a serial number so I would guess all production had them. Parts list C15-02 lists several types of rear shock absorber link.
I suggest further research before buying/fitting the link from LWD, the part number C11Q-18054 doesn't appear in the list of Ford parts used on vehicles covered by parts list C15-02. It could be a perfect match or significantly different.....
