The facility looks like a modern Toronto police school. What's the connection with the Toronto Scottish? Was there some military building there before? The Toronto Scottish are militia regiment that is based in Fort York a few kilometres to the east so why isn't the (stripped down exposed to the weather semi-complete) carrier there?

The college itself officially opens September 1. TPS cadets begin training at the new college in August.
Two 50-metre firing ranges, a tactical exercise village and a new armoury for the Toronto Scottish regiment comprise the main components of the 270,000-square-foot college, constructed on a 6.5-hectare former brownfield on Birmingham Street in a mostly residential area of New Toronto.
