This is the handbrake control bar, part number CTL 4050.
Handbrake should be four notches up the rack to put the handbrake "ON".

"Hand brake control bar should be free on hand brake lever so that the lever will not be caused to creep "on" by use of foot brake."

Ford of Canada, WC OM2
Brakes, 49 - 50
Of note: The WC introduced a spring acting on the long brake rods to assist returning to their neutral position. The upgrade does not appear to be installed on any MK-I* or MK-II* carriers remaining in service.

Thank you all so much for all the replies, the Carrier community is indeed a wonderful thing. I couldn't agree more with what Shaun that we need to keep our vehicles in the best possible operating condition, they are big and they can bite! I may need to clarify some points after reading the manual but have now got the idea of how to do this. Richard, kind of you to offer your help but Surrey is a long way from Newcastle for a cup of tea, I'll PM you with the paint details after the weekend when I can get at it.
