I think that this is another example of a crane conversion, using a the crane part of a tractor crane and a surplus military truck.

The crane base frame parts looks to be like this one. The horizontal cross members the the frame look similar. Note that it seems to be a hydraulic hose running in the center of the frame, as the rear tractor pto was used to operate an hydraulic pump. Interestingly, if it looks that the hydraulic pump could be connected to the truck winch pto, and located in the same place. Is it possible that the larger heavier cranes had a similar arrangement adaptation, but with a direct driveshaft to the crane winch?
