Default a trick to applying decals...

to apply these decals I have been informed and used to great success, Windex glass cleaner.
Prepare the gauge face so that it is clean (as if for painting), spray liberally with Windex window/glass cleaner, peel backing off decal and apply decal. With the Windex on the gauge face you can move the decal into the correct position, move air bubbles out and when happy with position, allow the Windex to evaporate away leaving the decal firmly in place.

I have done my Ford gauges this way and am happy with the results.
