Actually, all motorcycles had the 'C' prefix the same way that alll cars used an 'M' prefix.
With Canada's policy of adding a 'C' to the WD number of vehicles owned (not just operated) by them this results in Canadian motorcycles displaying 'CC' prior to the number. Clive

The number plates on the motorcycles in Mike's post are Commonweath, relating to Australia, these "C" numbers have nothing to do with British / Canadian census numbering. There is one photo, Norton Comb A, which shows a WD Census number, last digit out of view, but it shows it to be from Contract no. V3565, production completed March 1940. There looks to be a large box mounted behind the rider's saddle.
