It would seem there is a little missing, agreed.

Hand brake lever, actuates from a pin at the top of the rear shoe.
Cross bar, which is pushed via the lever (above) making both shoes push out to the drum.
I cannot see if you have the cable guide, internal, I will dig out a picture of a rebuilt shoe set complete, this will help.
If the inner cable will come out of the outer, and the outer is good, it is possible to have it replaced.
