A long shot, but what you described happened to me once. It turns out the problem was not fuel/electrical at all. For whatever reason (rust from sitting?) the parking brake (transfer case mounted, not the rear drum type) became too tight. At slow speeds in the low gears everything seemed normal but it got sluggish on slopes and in higher gears.
