It appears to be a Naval Association of Canada (formerly Naval Officers Association of Canada) blazer badge.

I don't have a reference handy, but memory says me they had/have several versions of this badge to signify type of service (ie Regular or Reserve, officer or NCM). The colour of leaf and insignia within changes based on the member's history.
