that is not the gear stick base... that has 4 bolts not counter sunk screws... plus where is the slot for the gear stick... at first i thought it was a pintle mount for the top of the engine cover... but it isnt... B.Harris does it have any part numbers on at all ?
if i was a guessing man i would suggest it stands upright perhaps a bracket to mount onto the side armour for a hoop to slide into for a canvas....retro fitted at a later date ?

Maybe a bracket for a hoop? There were some carriers with canvas tops on them. I have no books here because I'm on holiday but I think there were ambulance carriers with covers. Tube would slide in vertically and come to rest on the flat part.
