Oil Cooler elbows

Im trying to figure out what goes between the oil cooler fins and the mounting brackets. When I took mine apart there seemed to be some kind of thin rubber/cloth wrapped around it. Sadly it was too far gone to be of any help in figuring out what it was.

Can anyone suggest what to use to replace it as I don't want to crush the fins with the hose clamps.

This leads into my second question... does anyone know of a place that sells the vintage style Jubilee clamps. I can only seem to find the modern ones that have the tightening screw fully enclosed.
