Default Locking gas caps.....

Standard size available at Canadian Tire....

If you are looking for the large M37 gas cap....... NIX...... you will need to build your own with a small metal strap welded on the side of the truck box and padlock...... carefull welding above the open gas tank opening....!

May be easier to lock up the kids.......

Tried looking up cylinder sleeves..... Nylen used to make them for Chev engines but do not seem to be existing under that name...... lots of sleeves available for expensive Diesel rebuilding but very little for old gas engines.

May also be very difficult to find a machine shop willing to tackle an engine they are not familiar with or set up to work on a 50 years old engine. I would search for a mchine shop that specializes in rebuilding older gas engine for farm tractors........ the 251 was used by Massey Ferguson tractors and combines.
