Need help: What is This?

Greetings Maple Leaf Friends!
Well, I have a few more items that have left me scratching my head. They were all recovered from a Belgian museum that went defunct in the 1990s. They may or may not be military. The first is a tripod seat-like item. It struck me as quite possibly UK in origin. Does anyone recognize what it might be?
