My Ford built LP2A (2814) has the modified nut as the lock nut rather than the wingnut. This appears to be the same as that fitted on Carrier 2843 at Bandiana which is also a Ford built carrier.
This doesn't really help with your question about the Vic Railways carrier but may indicate that this type was fitted to Ford built carriers. Ian
