Most likely the US-built shop van was swapped onto the C60X chassis while in servic with the Dutch Army. Another example are late 13 cab C60's that had been re-bodied with cut down GMC cargo bodies.

The US Army markings are probably due to "Museum Licence" as you suggested. Hey, they can't all be perfect
