Try using an oil filter strap (with a lever) on it. Put the strap low on the body, and be careful not to distort the housing.
If the engine runs, let it warm up and cool down a couple of times, after it has been soaked with penetrating oil, for a day or two. The jeep dizzy has a small dog on the end. It can only be the distributor body stuck in the block bore. Good luck!
