Soccer(football ) Question

Why do countries in the World Cup playing one another go nuts when there's a 0-0 score at the end of a game.

In our hockey we have shootouts to determine a winner.Isn't the idea of sport to win a game??Where do the teams go from this 0-0 score.Are they still alive ? Do they play other 0-0 game ending teams in their division to determine a winner??
