different inside diameter wheels

Good evening . Are there two sized inner hubs on Carriers ? I got a wheel that is 9 cm and the other that is 10 cm inside diameter . I am comparing a 19 inch wheel ( front ) with a 20 inch wheel ( rear bogie ) .
