Default Help ID this brush and scoop.

I picked these up last fall at the surplus yard, and ran across them today in the shed. Can anyone ID them?
The first is a steel brush with a piece of 37patt type web across the back. No markings on it. I suspect a horse brush? The little hook swings out on the end..I suspect for picking the horses hooves?


The second item is a large scoop. It has a C/l\ stamped n the top along with a manufactures mark. My guess is a coal scoop, but I honestly have no idea. Shoe is intentionally in the photo to give it scale.



Can anyone confirm or refute my guesses?
