Default Some kind of oil tank?

Greetings,
This is another item that came out the Belgian military museum in the 1990s when it closed that I can't identify. It measures 45cm x 13cm x 14cm. The paint is a dark forest green. There appears to be a bright red congealed substance inside the spout. Any ideas what this one might be?
