Default Ball Pean/Machinists Hammer Handles

Can anyone clarify the correct sizing of these?

If the hammer description states it has a 1-1/2 pound head and a 15-3/4 inch hickory handle, is the stated handle length to the top of the head, where it is wedged in place, or is it the actual working handle length that can be gripped, measured from the bottom of the head to the base of the handle?

A learning mind needs to know.
