Think this is a Pavessi (or similar spelling); believe one was trialed by the british in the 30s. The triangles t the outside of the wheels can flip through 180 degrees to aid traction.

It's definitely a Pavesi, thank you gentlemen. The mud and the American M3 half track in the background had me thinking ETO as a few Skoda RSOs were used there but it also rains in Africa and Italy.
