Wonder if the scoop is for the shielding

I wonder if the scoop is intended to provide more room for ignition wire shielding I remember seeing something about this in the tech bulletins. Are the thumb screw closures actual screw type or are they quarter turn fasteners. Either way I never seen anything like them before.
