Exhaust system question

I think they REALLY REALLY REALLY scewed up making the top pipes to this carrier, What purpose do thes mesh or solid covers do? and if you say heat thats BS, everthing has heat, i think this is a mickymouse job or a screw up THINGY that don't make no sense. and or the pipes haveing a screwed up bend at the top, It reminds me of the 3 stooges , when curly's a plumber hooking up pipes in the shower LOL with no end, it looks good tho
