Aust Sig Van
Thanks for finding that thread, Owen, and yes, you are right: the two in the images are 'handed' so a pair or left & right side boxes, with the 'Tare TCQL' on the left side box. Note the 2 gal cans are mounted longways.
The bonding straps will be because it is a Sig van. The Aust sig van carried various 'loads' of different wireless set combinations, depending upon role. Nice find! Mike

As Mike said, Sigvan - they were a distinctive shape because of the rear mudguard line. And they're heavy - ask Euan who carried one across the Ballarat Swap meet one year!
