I located the original source of the photo. It's from a website opened by a British pilot who was trained in Canada. He spent 1957 at 4 FTS in Penhold, after Centralia and before MacDonald. Anyways, he copied his graduation program from Penhold on the website. It can be found here. It shows that the flying part of the school was called 1 Squadron, and divided into two flights, A and B.

The badge on the Harvard consists of a figure 1 with an A inside. I'm speculating that it's for A Flight of 1 Squadron ofn the School. That's my best guess.
