I have looked at Military Senior and Junior filter canisters and they both have 1/16" diameter holes in the centre tube that the oil must pass through to exit the filter. This would seem to make an external restrictor redundant.
These filters were designed for use in a bypass system and to my mind should not need any additional restriction particularly when used on a low pressure engine.
Looking in the MB-C2 manual the only restrictor mentioned is the one in the rocker feed line.
Of course Maurice, if your filter has a large hole where the ones I looked at have small holes then an external restrictor would be required.
