Brian, I think you're right. The inspector number is likely 19. There is some paint on mine that is making the line unclear. Your theory on that plate being added after delivery is likely correct. One of my rivets is definitely flatter than all the others, but they don't look quite as flattened as the ones in the image you posted above.
