Someone posted similar wheels under the re-rubbering thread, I believe they were going on a Ruston stationary engine.

Not baggage trolley but perhaps bang gage trolley!!
Maybe from a bomb trolley. There are quite a few pictures of bomb trolleys with wheels not too dissimilar to these.
