i have the same holes on my left fender, i always assumed it was to mount a div sign or something like that but i never looked into whether that is the reason but i seem to remember seeing a pic with a sign fitted in the same place  rick

I have been looking at pics and on some early carriers there is the plaque you mention, I presume that is what the holes are for

Early carriers had the PASS sign placard on them, on the front left fender and I think it was on the rear right but it's hard to remember now. Brian Asbury has these listed under the CMP trucks section, but they also belong on Mk1s.
