What you have there is a snipers spotting scope.. If you want to see one in use watch "Enemy At The Gates"..the Russian sniper is using one to poke through a hole in the rubble to look for the Nazi sniper without exposing his head.. Very rare.. Not a sniper's rifle scope or sniper's spotting scope. Ignoring the historical (in)accuracy of Enemy at the Gate only WWI trench scopes were angled - and they were typically scopes adapted to a sniper's needs and not specifically designed for a sniper. This is most likely an artillery ancillary.
