M38 is the militarized version of the Cj3a .... both have tailgates- just that the M38 had a reinforced design to carry a rear mounted spare ,as well as, a fuel carrier ....
M38 had a plain [as ordered/designed] center pad and the civi Cj3a had Willy's embossed.....

M38 is a bulletproof,excellently tough design of a flatfender
M38A1 was, IMO , the toughest vehicle to ever wear the name 'jeep'-bar none

The M38A1 had the same fuel tube design to the outside and both M38A1 and CJ-5 had the tanks under the drivers seat [as all models did]
The M38A1 had a larger diameter filler as compared to the CJ-5

The M38 had a larger dia filler than the CJ2a/CJ3a,etc.....

The M38 and M38A1 ,being 24 volts ,had 2 batteries as opposed to the civi 6 or 12v units... The one battery was in the same spot as the civis location wise under the hood..... and the 2nd battery was in the cowl .....

M38 battery cowl comparment had a hinged lid - M38A1 ealy units had a thumbscrewed removable lid- later ones were hinged.....
