If you can buy the centerless ground steel (UCF1 says they are made of nickel chrome steel, dia..437")(7/16") then make them long enough to drill a split pin hole in both ends.

if only i could go back in time and tell the chap to thread the end and use a castleated nut and pin.... would be much better

Lynn do you reckon we could still get this type of steel bar ? i have the facility to machine ends and do the grunt work

Yes. I think you would be able to buy it. 7/16" = 11mm. approx.
