Cast into the feet of the pump is the Manufacturer's details: "Mfd by Young Radiator Co, Racine Wic, USA".

While this might initially suggest it was used to drain and re-fill radiators, it may just be that Young Radiator were a suitably experienced contractor to produce water pumps for other purposes. "Radiator" may also be the Domestic/Commercial heating device, rather than an Automotive Radiator.
