Commer suggestion
I can't be much help on this side of the Atlantic. My suggestion for finding a candidate project would be to put a classified ad in Miliweb, or similiar UK equipment or vintage car/truck publication.
There are plenty of eyeballs on the page every month, and you are probably going to buy someone's abandoned project to give them a quick injection of 'how can I get rid of this headache?' cash.
