The fourth lever is very strange

Thanks. The old owner disassemble the truck, then I think a same pieces is not more, but is 95% complete. The fourth lever, I think, used to the Brake action but is incomplete. The Motor: is disassembled and need restauration, but in Brasil have a lot this 216" motor, no problem. At present I paint the truck of Brown, after I send new pictures. I first restauration the body and after I restaure the mechanical.
