Dead spot on starting

I have had on 4 occasions over the last 10 years, twice in the last month, not been able to start the carrier without turning the engine over first with the starting handle.
You pull the starter lever and absolutely nothing happens at all, but turn the engine a half turn with the starting handle and then no problems.
Any ideas, or should I scrap the carrier?
