On the Chevs the original windshield throwout arms were the short ones. The longer arms were introduced around May 1942 to allow the windshield to open to a full 90 degrees, from 30 degrees.

A Service Bulletin issued in October 1942 shows a windshield conversion kit was issued to retrofit early vehicles.
