Eric,

The numbered part of that very interesting assembly is easy to identify.
CTL 99 B is a “Bearing - spring” that fits at both ends of the bogie spring guide rods. There should be 16 of them on a universal carrier.

As for the rest of the assembly (threaded rod, hand wheel etc), I have no idea what someone was attempting to make.

Don’t chuck it in the scrap bin just yet, that handwheel might well have military origins, and it might be sought after by someone.
